garlic mulch

what i believe are knockout roses are still blooming in the community garden...it has been mild here and roses are fine...the garlic that we planted and that is coming up is disconcerting...in fact we are deeply unhappy about it...clearly the garlic is getting the wrong message from the climate...unfortunately we will just be short those plants come spring because the rest of the slumbering bed need to be mulched and was...there are thirty garlic plants out there so a few won't hurt but it is still unsettling...there's garlic in the former iun police bed as well so that was mulched entirely because the garlic is intercropped with the jerusalem artichokes and the rosin weed and there was no way to selectively mulch it... the jerusalem artichokes won't care...not sure about the rosin weed since it needs cold to break dormancy...we will surely see in the spring...the mulch should come up sometime in march on both these beds.
